Gila Bend council approves deed dedication, rescinds and adopts revised library agreement and ratifies claims

The Gila Bend Town Council on Feb. 10 approved a deed of dedication, rescinded a previously unexecuted intergovernmental agreement with the Maricopa County Library District and approved a revised agreement that adds provisions for facility improvements. The council also ratified claims and approved agenda minutes.
Vice-Mayor Chris Riggs moved to approve the consent agenda, which included ratifying claims of $424,599.60 and approving claims of $75,366.33, and approving the Jan. 13 and Jan. 27, 2026 meeting minutes. Councilmember Donny Young seconded the motion, which passed unanimously with five ayes; Councilmembers Mary Vinzant and Fernando Fernandez were recorded as absent. The consent agenda vote is recorded as Ayes (5): Mayor Tommy Sikes, Vice-Mayor Chris Riggs, Councilmembers Donny Young, Will Sipes and Scott Swanson; Absent: Mary Vinzant and Fernando Fernandez.
Separately, the council considered a Deed of Dedication from Larry Coyle (APN 402-03-021) conveying portions of the East Half of Section 4 and the North Half of Section 9, Township 5 South, Range 4 West of the Gila and Salt River Base and Meridian, Maricopa County. Vice-Mayor Chris Riggs moved to approve the deed; Councilmember Will Sipes seconded and the motion passed unanimously.
The council also addressed a previously approved but unexecuted intergovernmental agreement with the Maricopa County Library District. Vice-Mayor Chris Riggs moved to rescind the prior approval and to approve a revised IGA provided to the council that incorporates additional provisions related to facility improvements; Councilmember Will Sipes seconded and the motion passed unanimously.
An agenda item to change the town's ambulance billing contractor to EMS Management & Consultants, Inc. was discussed but the mayor tabled the item for future consideration; the transcript does not record a final vote on that contract at this meeting.
The council took no public comment during the open-call period. The meeting record shows no further action on the above approvals; follow-up will occur in subsequent meetings as needed.
