St. James council approves $1.095 million housing bond, adopts utility billing policy and other measures

The St. James City Council on Aug. 7 approved the sale of $1,095,000 in General Obligation Housing Revenue Bonds and adopted a package of routine resolutions, the council recorded in minutes of the meeting held at City Hall Council Chambers.
RESOLUTION 08-24-01, introduced by Councilperson Sue Craig and seconded by Councilperson Paul Harris, authorized the sale by the St. James Economic Development Authority of $1,095,000 in bonds and allocated the small issuer rebate exception authority; the roll call vote was Craig, Harris, Gene Hildebrandt and Kathleen Hanson in favor, no nays, and Mayor Jonathan Wilson declared the resolution passed 4-0. RESOLUTION 08-24-02, introduced by Councilperson Gene Hildebrandt and seconded by Councilperson Kathleen Hanson, established the city’s utility billing policy and procedures and passed on a 4-0 vote. RESOLUTION 08-24-03, introduced by Councilperson Sue Craig and seconded by Councilperson Paul Harris, authorized satisfaction of deferred Small Cities Development Program loans with unspecified satisfaction dates; the vote was three ayes, no nays and one abstention (Councilperson Kathleen Hanson), and the resolution passed 3-0-1.
The council also adopted RESOLUTION 08-24-04 granting signage approval at 304 Sixth Street North and RESOLUTION 08-24-05 granting a variance for property at 41 Seventh Avenue South; both measures passed 4-0. An amendment to an earlier conveyance resolution, RESOLUTION 08-24-06, amending RESOLUTION 03-24-06 to accept conveyance of property at 125 Fifth Street South, was also approved 4-0.
During the consent agenda the council approved payment of claims totalling $1,657,291.86 (checks No. 702300–702316, 702319–702406 and ACH No. 1644–1645, 1656–1671 as listed in the check register). The council granted a burning permit for the 4-plex construction site for the period Aug. 7–Dec. 31, 2024, after a request from Brianna Sanders, St. James Economic Development Authority director; the permit was approved on a motion by Councilperson Paul Harris, seconded by Councilperson Gene Hildebrandt, by unanimous voice vote.
The meeting opened at 5:30 p.m. and was adjourned at 6:04 p.m. Mayor Jonathan Wilson and four council members were present; Councilperson Hannah Rushing was absent.
