The Huntington Park City Council approved a professional services agreement to augment the city’s housing division staffing following a presentation of responses to a late‑January RFP.
Housing-division staff told the council the division has been understaffed for about a year and most work is currently being handled by consultants. The RFP (issued Jan. 29, closed Feb. 19) drew five proposals: Avangard (appears in the transcript also as Avant Garde/AvonGuard), DM Consultants, Fusion Global, Galaxy Technologies and Global Urban Strategies. Staff reported numerical scores from the evaluation and recommended awarding a PSA to Avangard, noting Avangard has been providing interim services to the city for several months and is prepared to support new locally required programs starting May 4.
Council moved, seconded and approved the recommendation. The clerk’s roll call recorded votes in favor from Council Member Martis, Council Member Macias and Mayor Martinez; the motion carried.
Staff said the city’s long‑term goal remains hiring in‑house housing staff (housing manager and management analyst) to run programs and that the consultant would transition to a support role after those positions are filled.
