The Silver Creek Township Planning and Zoning board approved a variance on Sept. 3, 2024, to allow reconfiguration of two parcels at 9571 and 9611 Endicott Ave NW near Millstone Lake. The request, made by buyer Kelsea McCormack and presented with property owner Rodney (Rod) Hebrink, would result in one division containing about 5.7 acres of prime soils, exceeding the ordinance maximum of 2.5 acres, and 285 feet of lake frontage, short of the 300-foot requirement.
The board heard the applicants’ explanation of the proposed alteration and the ordinance sections cited for the variance request: Section 155.026 and Section 155.048(B) of Chapter 155, Title XV (Land Usage & Zoning) of the Wright County Code of Ordinances. After discussion, member Mike Helman moved to approve the variance; member Brandon Geyen seconded. The motion carried 7-0.
The approval follows routine procedural business at the meeting: the board unanimously approved the meeting agenda (motion by Helman, second by Geyen), and it approved the Aug. 6, 2024 minutes (motion by Tom Vanek, second by Helman) with two abstentions from Justin Hall and Jesse Dickinson because they were not present at the Aug. 6 meeting. The meeting concluded after a 7-0 vote to adjourn (motion by Geyen, second by Vanek).
The variance applies to parcels identified in the meeting record as part of Government Lot 2, Section 17, Township 121, Range 26 in Wright County (Millstone Lake area). Property owners listed in the record include Rodney W. Hebrink, Carol J. Hebrink JREVTR and Dustin McCormack; the applicant on the record was Kelsea McCormack. The record does not specify any conditions or follow-up reporting requirements attached to the variance approval.
The Planning and Zoning board did not record additional public testimony opposing the request in the minutes. The board’s action is a local zoning variance approval under the county code; any future permitting or subdividing activity would remain subject to applicable county procedures and approvals.
