The Waukesha Common Council on Jan. 20 voted to disallow two insurance claims and appointed Abigail Shashow as city treasurer after convening in closed session under Wisconsin law.
City Attorney (speaker 4) told the council that the first claim, filed by Brandon Coffey for injuries on a city bus, was submitted against the wrong party because the local bus system is operated by an independent contractor; staff advised disallowance and the council voted to disallow the claim. The attorney also recommended disallowance of a property-damage claim by Ideal Auto Sales for a vehicle allegedly damaged by snow or ice thrown by a plow; the attorney said the record lacked evidence of city negligence and the council disallowed that claim as well.
Later in the meeting the council moved into closed session under Wis. Stat. §19.85(1)(c) to consider the appointment of Abigail Shashow as treasurer. After returning to open session, a council member moved to appoint Shashow; the council voted unanimously to confirm the appointment.
What’s next: The disallowances mean claimants may pursue other remedies (the attorney noted a lawsuit could be filed). Abigail Shashow’s appointment takes effect per city procedures and the treasurer will assume responsibilities assigned by city code; the council recorded no objections.
