Heber-Overgaard board approves FY2026-27 pay schedules and issues teacher contracts at current base pending state budget

During the March 17 meeting district leaders presented preliminary FY2026-27 budget information and recommended issuing teacher contracts at the current base pay level because the state budget and pending education-related legislation remain unsettled. Business Manager Andrea Despain told trustees the district will issue contracts immediately and amend them if state law or funding changes require revisions.
The board approved quarterly payouts for teacher contracts and the FY2026-27 certified, administrative and extra-duty salary schedules. John Piva moved to approve the quarterly payout schedule; Craig Blackburn seconded and the motion carried. Pattie Weber moved to approve the salary schedules; Mr. Piva seconded and the motion carried.
Despain also reviewed district finances and the Auditor General’s FY2025 spending analysis, noting a proposed legislative measure (attributed in the packet to Representative Grass) that would require districts to spend 60% of funds in the classroom; the district currently spends about 58.7% on instruction. She reported that Chromebook inventory tracking will be transferred to Bryce Computers and that the ACFR & Single Audit are not yet finalized; the auditing firm Heinfeld & Meech is completing final questions for an anticipated March 31 submission.
