Police Chief Randy Sanders recommended hiring Matt Anderson for the Senior Officer position at the Oct. 21 meeting, noting Anderson’s 19 years of law-enforcement experience. The council approved the hire, with a start date of Nov. 3, 2025, a recommended starting pay of $24.72 per hour and an agreement to grant 160 hours of paid vacation after a 90-day probationary period (motion passed 5–0).
Chief Sanders also reported the department’s Tasers are more than 10 years old and no longer supported by the manufacturer; he provided an estimated replacement cost range of $1,200–$1,600. Councilmember Arla Jean Frazier raised the previously discussed body-camera proposal for six cameras under a five-year contract with an initial payment of $4,896.56 and total contract cost of $24,482.88. Council decided to table the camera purchase until members could confirm vendor quotes and funding sources.
Councilmember Frazier said proposed changes to the police personnel handbook are being drafted to change holiday pay: officers who work on a holiday would receive time-and-a-half pay without a floating holiday; officers who do not work on a holiday would have the option to use it as a floating holiday. The handbook revision will be presented once finalized.
The minutes do not record the department’s procurement specifications or budget line for equipment replacement; staff follow-up is needed to determine purchase timing and funding.
