Paoli council approves pay application, change order and moves forward with CCMG 2026 application

The Paoli Town Council on Sept. 16 approved Pay Application No. 1 from Temple & Temple for the 2025-1 CCMG West Campbell Street project for $19,773.30 and authorized a change order reducing an earlier allowance from $7,946.00 to $7,094.00 to reflect a storm-sewer plan modification at Campbell Street and First Street. The motions passed on 4-0 votes.

Cripe presented and the council approved a task order for water-line replacement and recommended consultant work related to an upcoming INDOT CCMG 2026 funding opportunity. Cripe told the council INDOT has opened CCMG 2026 with an 80/20 match requirement and that the municipality must complete LTAP updates and PASER ratings as part of the application. Cripe provided two cost estimates: $16,150 for Road Inventory/PASER, Asset Management Plan, ADA Plan and Title VI requirements, and $6,975 for application preparation and submittal. The council voted 4-0 to have Cripe proceed with the CCMG application and the required updates.

Council also approved paying an April professional-services invoice for $4,712.60 and deferred review of a July–August invoice totaling $6,558.25 pending additional review. Nick Pierce of Clark Dietz presented the pay application, change order and invoicing items during the meeting.

The actions leave the West Campbell Street project moving forward under the CCMG cycle and position Paoli to submit an INDOT CCMG 2026 application by the Oct. 31, 2025, deadline. No additional funding commitments beyond the consultant authorization were recorded at the meeting.
