Sleepy Eye council approves MnDOT grant authorization, awards airport pavement contract and renews liquor licenses

At its April 8 meeting the Sleepy Eye City Council approved Resolution 7-2025 authorizing a MnDOT grant agreement, awarded an airport pavement contract to Gee Asphalt Systems for $66,542.50, approved liquor-license renewals and appointed a new firefighter pending required clearance. All recorded motions passed unanimously (5-0).
The City Council of Sleepy Eye met April 8, 2025, in City Council Chambers and approved a slate of routine municipal actions, including authorization to sign a Minnesota Department of Transportation grant agreement, the award of an airport pavement contract and multiple liquor-license renewals.
Mayor Joann Schmidt opened the meeting and the clerk recorded attendance. Councilors Gary Windschitl, Nathan Stevermer, Douglas Pelzel, Christina Andres and Scott Krzmarzick were present along with City Manager Bob Elston, City Clerk Michelle Strate and department leaders including City Engineer Matt Miller and City Attorney Alissa Fischer Groen.
Council adopted Resolution 7-2025 authorizing the signing of a MnDOT grant agreement. A motion to adopt the resolution, moved by Councilor Christina Andres (recorded in the minutes as M/Andres) and seconded by Councilor Douglas Pelzel, passed on a 5-0 vote.
The council also considered bids for an airport pavement project. City Engineer Matt Miller presented two bids: Fahrner Asphalt Sealers, LLC for $81,643.80 and Gee Asphalt Systems, Inc. for $66,542.50. The council voted to award the contract to Gee Asphalt Systems, Inc. for $66,542.50.
The meeting included approval of routine administrative items. The council approved the March 11, 2025 meeting minutes and adopted Resolution 6-2025 accepting donations to the city. A motion to appoint Adam Steffl as a new firefighter to the Sleepy Eye Fire Department was approved pending his successful physical and completion of required fire classes.
The council approved one-year liquor-license renewals for local businesses and organizations including JANU-4 Freedom; S.E. Baseball Association; S.E. Lanes; Meyers Bar & Lounge; Servicemen’s Club; the City of Sleepy Eye Event Center; Sleepy Eye Liquor LLC; Sleepy Eye Brewing Co. LLC; and Dawg Haus LLC, and approved temporary/seasonal licenses for forthcoming events (Knights of Columbus July 4; St. Mary’s Church July 27; Servicemen’s Club Aug. 15; Sleepy Eye Brewing Co. Aug. 15–16 and Sept. 27). Council also voted not to object to an exempt gambling permit for the Sleepy Eye Sportsmen Club’s 2026 fishing tournament.
City Manager Bob Elston noted the League of Minnesota Cities annual conference will be held June 25–27 in Duluth and said the early registration discount deadline is May 2. The council approved the police report and cash fund balances and authorized payment of city bills as presented. City Attorney Alissa Fischer Groen had no report.
Mayor Schmidt called for a special meeting on Monday, April 21, 2025 at noon to address follow-up matters. The meeting adjourned at 7:24 p.m.
