Thomaston DDA favors advisory Main Street board; staff to draft bylaws for May review

Board members of the Downtown Development Authority discussed options for organizing the Thomaston Main Street entity and favored forming an advisory-type board as the initial structure.
Economic & Community Engagement Manager Colleen Cook presented three bylaw templates drawn from other municipalities and preservation organizations, including a Locust Grove 501(c)(3) model, the National Trust for Historic Preservation guidance, and an advisory example from Pittsburg, Texas. After discussion the board concluded that starting as an advisory board would be the easiest and smoothest transition; the entity could later be organized as a 501(c)(3) or 501(c)(6) if warranted.
Taylor Smith asked board members to review the draft 2026 Thomaston Main Street Workplan goals and return to the May 21 meeting prepared to discuss partners, specific tasks, responsibilities, timelines, and budgetary needs. Colleen Cook was asked to prepare a proposed set of bylaws for the advisory board to present at that meeting.
The board did not take a formal vote to create a separate legal entity at this meeting; it instead directed staff to produce bylaws and follow-up materials for the May meeting for further action.
