The Two Harbors City Council on Aug. 14 approved RESOLUTION NO. 8-280-23 authorizing the Lake County Housing and Redevelopment Authority (LCHRA) to implement housing initiatives within the city. Councilor Passe moved the resolution and Councilor Conner seconded; the measure passed by a unanimous roll-call vote.
Council discussion and the administrative report noted recent meetings involving city staff, HRA representatives and regional partners on potential housing projects. Administrator Patricia Nordean said she met with Phil Arnold (City HRA), Planner Otsea and Josh Bergstad of ARDC to discuss conveyance of certain tax‑forfeit lots and extension of utilities and roadway for a proposed housing project; she also spoke with Tom Furman of the HRA about funding and property transfer issues.
Separately, in Unfinished Business the council voted to refer the proposed agreement between the City and Friends of the Edna G to the Finance Committee for further review. In New Business the council tabled a grant agreement between the City and the Two Harbors Housing and Redevelopment Authority; the transcript records the motion to table but no additional direction or deadline was given.
What happens next: The LCHRA authorization allows Lake County’s HRA to proceed with its housing initiatives in Two Harbors; the Edna G. agreement will be reviewed by the Finance Committee, and the grant agreement remains tabled pending further council action.
