Centerville council approves recommended health-insurance renewal after debate over employee costs

Chair (first speaker) led the work session and presented two options from the town’s consultant: renew the current plan, which the consultant recommended as the fiscally preferred option, or switch to a level-funded plan that would require more administrative work. The Chair said the renewal option would increase premiums by about 16.9 percent and described higher emergency-room and surgery copays under the alternative option.
Council members questioned whether shifting higher out-of-pocket costs to employees was appropriate. One council member said waiting until the Dec. 9 regular meeting to finalize the decision would be acceptable if staff could confirm whether the current budget can absorb the increase. The Chair said department heads favored renewing the current plan if the budget allows.
During the presentation the Chair noted other benefit changes in the renewal packet: the city’s dental payment would rise (the packet showed approximately $58/month increase for dental) and group life insurance costs would rise modestly; vision benefits and certain accident benefits were shown as unchanged.
A motion to approve the renewal was made and seconded. The Clerk called the vote and recorded unanimous 'Aye' responses; the Chair announced the motion carried. The council directed staff to provide detailed budget figures before the Dec. 9 meeting to confirm the city can support the renewed premiums.
The council’s discussion emphasized balancing the town’s fiscal responsibility with employee cost exposure. The Chair called the recommendation fiscally sound while acknowledging the renewal would raise employee costs in some scenarios. Council members asked staff to return with budget clarifications and any administrative implications of the level-funded alternative.
The council adjourned the work session after addressing other agenda items; the next regular meeting is scheduled for Dec. 9, 2025, at 7 p.m.
