Resident says recurring East High Street runoff floods his building; council to investigate

A Union City resident told borough councilors on July 9 that stormwater runoff routinely flows from East High Street onto Bridge Street and into his building during heavy rainstorms.
Anthony Hickey, who identified his address as 104 East High Street, said he has made improvements to the property but that water continues to enter the building and that previous contacts with PennDOT, the borough and Representative Jake Banta’s office had not produced a repair. Hickey offered to dig a ditch if the borough would provide a catch basin and pipe.
Streets Supervisor Bob Phillips said the flooding problem has existed for years. Solicitor Tim Wachter advised that responsibility may lie with the state, saying "the state should fix it but they most likely won’t," and noted that the Borough would still look into the problem. Council asked staff to examine options for mitigation and follow up with Hickey.
