Gray delays test-well work; superintendent seeks CDL training contracts and lease-to-own excavator

City Superintendent Cheyenne Morgan told council at the Jan. 26 meeting that recent weather has delayed test-well drilling but that the larger portion of the parcel is favorable for drilling and he expects a further update in the coming weeks.
Morgan proposed sending employees to commercial driver's-license (CDL) training to bolster the city's ability to operate heavy equipment, saying the training costs $4,200 per employee and that most employers tie such training to a 12- or 24-month employment term. Police Chief Adam Lowe advised that law-enforcement training contracts run 24 months and that a state pro-rata rule reduces repayment by half at 15 months; City Attorney John Newberry agreed to draft a proposed training/employment contract for council review.
Morgan also presented quotes for lease-to-own options for an excavator (CAT, John Deere, Kubota), indicated the Yancey Bros. CAT quote was the most favorable in his view, and asked that the equipment purchase be added to the February agenda for formal consideration.
No formal motions or votes on training contracts or equipment purchases were recorded at the meeting.
