Bayside approves North Shore Library funding agreement; village’s maximum exposure capped at $415,661

The Village of Bayside Board of Trustees voted unanimously May 15 to approve a funding agreement for the New North Shore Library moving to Bayside.

Village Manager Andy Pederson presented five alternatives and said moving the North Shore Library to Bayside was the lowest-cost option. He told trustees the amount Bayside would be responsible for toward a current funding shortfall would be "no more than $415,661," and that the village has about $316,000 available from 2025 projects where bids came in lower than budgeted.

Pederson said ongoing fundraising and anticipated grants could reduce or eliminate the need for a tax levy contribution from Bayside residents. "The goal continues to be that the facility is paid for by donations," he said, adding that if donations exceed current anticipated amounts, the member communities would be refunded any amount they had paid.

Trustee Margaret Zitzer, who serves as the village representative and is president of the North Shore Library Board, reviewed the need for a new facility and noted planned amenities and ADA accessibility requirements. Trustee Mike Barth said fundraising exceeded initial expectations and that additional grants remain possible.

President Eido Walny said he, Manager Pederson and Trustee Zitzer had devoted substantial time to the project and had worked with county, state and federal representatives to secure support. After discussion, Trustee Ben Minkin moved to approve the funding agreement; Trustee Zitzer seconded the motion, which carried unanimously.

What happens next: The agreement was approved; the village will continue fundraising and pursue grant opportunities. Trustees said they will monitor whether additional levy funding is required and will refund communities if donations exceed needs.
