Staff said the overall program estimate is under $8 million, with about $3.4 million currently approved in grants (SB 821 and HSIP) and additional grant applications under consideration. Purvis noted Fairway Drive requires some right‑of‑way negotiation and that Fairway Park ADA access will be included in the design.
Council debated a proposed single‑lane section on part of El Dorado, tree removal for a left‑turn pocket on Rancho Palmaris, drainage and retaining‑wall requirements adjacent to private properties, and bicycle access on sidewalks. Staff said retaining walls and drainage costs were included in preliminary estimates and that certain Fairway design elements will not proceed beyond 30% until property‑owner consensus is reached.
After discussion and a roll‑call vote, council approved the 30% designs and directed staff to continue right‑of‑way negotiations and advance construction documents for the segments that have consensus. Council asked staff to return with refined cost estimates and a plan for outreach to affected property owners.
