City Attorney comments clarified that change of zone is a legislative decision subject to council findings, but council members requested clearer protections in the ordinance to prevent opportunistic rezoning that primarily enabled other uses.
After extended discussion, council formed an ad hoc committee to draft clarifying amendments on telecommunications siting, non‑contiguous rezoning, and public notice; the item was tabled to a later meeting so staff can return with revised language and stakeholder outreach.
