Staff told the council the change would move roughly 74 existing agreements (about $900,000 annually) out of mandatory competitive bidding; such agreements would remain contracts subject to insurance and internal controls.
Council members pressed for written safeguards to reduce the risk of favoritism. Kevin McCarthy said prequalification, separation of duties, and insurance requirements remain in effect and that public works typically gather quotes when they are unsure of market prices. In response to council concerns, staff agreed to add a requirement in the fiscal procedures manual to obtain at least three quotes when a contract’s cost changes materially and to memorialize prequalification practices. The motion to adopt the finance committee recommendation, with that direction to craft quote language, passed by voice vote.
