Council directs staff to pursue CalPERS contract amendment to preserve agreed safety‑member contribution

The Fremont City Council on June 9 approved introduction of a resolution and ordinance to begin the CalPERS contract amendment process intended to preserve a 12% total employee contribution for safety members hired after 2013.
Human Resources Director Tina Glagos said that in 2013 the city and safety bargaining groups agreed to a 12% total contribution consisting of the statutory employee contribution plus a 0.75 percentage point cost share. Staff explained that CalPERS’ change effective July 1, 2025 increased the required share of normal cost, producing a 12.5% employee contribution for affected members, which exceeded the prior 12% agreement.
Glagos said staff met and conferred with affected safety bargaining groups and executed side letters documenting the original intent; the resolution before council initiates the contract‑amendment process with CalPERS. Staff said they will conduct a vote by affected public‑safety members and return to council on July 14 for final ordinance approval.
Council moved and unanimously approved introduction of the resolution and ordinance to pursue the contract amendment.
