Board hears lake-maintenance update and resident concerns about drainage after Tropical Storm Debbie

River Ridge CDD staff and contractors reported on lake maintenance and stormwater issues at the Aug. 27, 2024 meeting, and residents raised localized drainage concerns following Tropical Storm Debbie.
Bill Kurth of Premier Lakes told the board the lakes and preserves "appear to be in very good shape," crews removed fallen trees from the Florida Power & Light ditch and outfall structure ahead of an impending tropical storm, and crews will complete repairs to the Lake H1-B nano-bubbler the following day. Premier changed service frequency from quarterly to monthly for the rainy season, and Mr. Kurth and Operations Manager Shane Willis will present electrical proposals for moving a compressor in the Masters Lake.
District Engineer Charlie Krebs reported MRI's work replacing the Pinehurst valley gutter inlet grates is about 80% complete; he will follow up with the schedule for the asphalt patch. Regarding a low-lying Club property at 21723 Oak Run, he said the stormwater system flowed unobstructed during Tropical Storm Debbie though it reached capacity; parts of the community received nearly 8 inches of rain over two or three days while the roads are designed for 5½ inches in 24 hours. He suggested The Club could add a drainage connection to E1-A to bypass pipes and send water directly into the lake.
A resident raised a concern that standing water from Tropical Storm Debbie was entering building slabs and causing mold in a unit; Mr. Krebs said he did not believe the standing water was the cause because other units did not report similar issues and advised Mr. Long be asked to comment at the next meeting. Resident Christine Mantilia asked whether fire departments could draw water from the lakes to lower lake levels; Mr. Krebs said that is not typical and would require approval from the South Florida Water Management District.
Resident Anita Bachragh asked that a downed tree by River 9 Catch Basin #134 be brought upright and for the conservation area to be reviewed; Mr. Willis will review past minutes and requested Ms. Bachragh send photographs of the areas so staff can assess and address requests. Resident Larry Fiesel asked about the speed sign project; Mr. Willis said Mr. Long is scheduling training and will provide an update at the next meeting.
The board added the drainage/slab concern to a future agenda item so Mr. Long can respond and directed staff to confirm road or curb damage related to recent work.
