Koochiching County commissioners approve highway contracts totaling $352,894.27 and authorize veterans-service grant application

The Koochiching County Board of Commissioners on Tuesday approved two highway contract awards totaling $352,894.27, authorized staff to apply for a FY2027 County Veterans Service Office Operational Enhancement grant and recorded several personnel actions during a roughly 21-minute regular meeting.
Commissioner McIntyre moved to authorize the Highway Department to award CP 2026-01 to Sir Lines A Lot for striping projects in the amount of $62,905.87; Commissioner Erickson seconded. The motion authorized the Board Chair, Auditor/Treasurer and County Attorney to sign contract documents and was recorded as carried with voting yes: Commissioners Sjoblom, Roche and Erickson.
Commissioner Sjoblom moved and Commissioner McIntyre seconded to authorize the Highway Department to award CP 226-02 to Northwest Asphalt and Maintenance for seal and mastic repair projects in the amount of $289,988.40. The board authorized the same signatories to execute contract documents; the motion was recorded as carried with voting yes: Commissioners Sjoblom, Roche and Erickson.
On personnel matters, the board approved several items recorded in the meeting: the promotion of Owen Amundson from non-permanent part-time E911 Dispatcher/Correction Officer to full-time effective June 8, 2026; a motion to approve the employment separation of Charles Phillips, a temporary/seasonal laborer, effective June 12, 2026; and approval of the separation of Morgan Rasmussen (non-permanent part-time E911 Dispatcher/Corrections Officer), effective June 5, 2026. Notices of hire were also recorded for Jeremi Giddens (temporary/seasonal Environmental Services Transfer Station Laborer, effective June 8, 2026) and Kory Williams (full-time Transfer Station Operator, effective June 29, 2026).
The board approved Motion 2026/06-15 to apply for and, if awarded, accept the FY2027 County Veterans Service Office Operational Enhancement grant and to designate the County Veteran Services Officer as the grant administrator; voting yes was recorded for Commissioners Sjoblom, Roche and Erickson.
During the public-comment period Board Chair Roche invited statements from the public. Helen Tveit, identified in the attendance list as a county resident, asked for an update on the ambulance subordinate service district. Administrator Adam Coe said the city and county last met May 21, 2026, to continue negotiation of an ambulance contract and that the city had asked for additional time to explore negotiation requests.
The meeting concluded with a motion to adjourn at 12:21 p.m.; the adjournment motion was recorded as carried with voting yes: Commissioners Sjoblom, Roche, McIntyre and Erickson.
