Council withholds part of contractor payment pending yard-restoration timeline

Acting Mayor Steve Romnes told residents that the council will review the construction contract to determine when lawns damaged by water tower work must be restored and that the city is withholding part of General Construction’s payment until it can set a restoration timeline.
The issue arose during the public forum when resident Laura Marsala asked what date in the contract governs lawn restoration and said she was concerned that General Construction was managing the restoration work. Marsala asked the council to establish a clear timeline and to consider long-term erosion mitigation, possibly by consulting an environmental engineer or another agency.
Steve Romnes said the council understands residents’ frustration and is continuing to pursue the obligation to restore easement yards. He reported the council had obtained a backup quote from JT Lawns for $4,786 to restore affected easements if needed.
Romnes also described related electrical work: crews completed a temporary repair after a line-boring contractor cut a line to the water tower, and he said he is coordinating with Xcel to implement a permanent repair before replacing the fence and finishing landscaping.
The council did not set a firm restoration date at the meeting; Romnes said the contract will be reviewed when Mayor Attarian returns and that affected residents will be notified once a date is determined. The council did not vote on awarding JT Lawns work at this meeting.
