Committee extends Baker Tilly audit contract through 2026 to cover ARPA and single-audit work

The Waukesha City Finance Committee on Jan. 27 approved a two-year extension of the city's audit contract with Baker Tilly LLP to cover audit years 2025 and 2026.
Joe Shiro, the finance director, said the existing contract covered 2022–2024 and that staff requested a two-year quote to ensure continuity for single-audit work and for auditing ARPA-funded projects, which must be spent by the end of 2026. "ARPA funding has to be spent by the end of 26," Shiro said, explaining that continuity with the same audit team would help complete that reporting.
Shiro said the single-audit testing fee is roughly $4,500 per program; auditors are expected to test multiple federal and state programs depending on funding levels and projects across the city's utilities. He also noted the partners at Baker Tilly have been consistent and responsive, and the city anticipates issuing an RFP for audit services in 2027 or 2028 after ARPA and certain loan closures are complete.
A committee member voiced support for Baker Tilly based on past performance and recommended market checks in a future RFP process. The committee moved and seconded the extension and approved it by voice vote.
Shiro asked committee members to return single-audit questionnaires to the finance office and noted the next finance committee meeting is scheduled for Feb. 10.
