Silvernail Road change order nets zero after contaminated-soil removal and underdrain additions

Staff reported 383.29 tons of contaminated soil were hauled and landfilled at an approximate cost of $35,000. Staff also said 385 feet of underdrain was added to improve subgrade drainage at an added cost of $18,287.50 and that storm-sewer work was installed at key intersections to improve drainage. Offsets from other quantity decreases produced an overall net-zero change-order value.
During discussion a board member asked about the project budget and whether the project would finish below earlier estimates; city staff said final tabulations are in progress and that the construction costs are trending to approximately $2.09 million (below a previously cited $3.06 million budget figure). Staff clarified that final quantity adjustments remain and that the contract will finish under the higher figure.
Board members raised questions about wetlands and DNR coordination. Staff said they coordinated small, permitted disturbances with the Department of Natural Resources and characterized the affected areas as low-impact (man-made ditches and wet swales) where limited filling and geometric changes were permitted.
A committee member asked whether retainage will be held until contractor corrective work (profilographing and resurfacing by the prime contractor) is completed; staff confirmed retainage will be withheld until the work is finished and coordinated in spring when weather permits.
The board moved and approved the change order by voice vote. Staff said final payment tabulations will be completed and reported as part of standard closeout procedures.
