Board extends biosolids hauling contract with United Liquid Waste at 2023 rate

Waukesha City—Board of Public Works members on Jan. 22 approved a one-year extension to the city—s contract with United Liquid Waste for biosolids hauling from the Clean Water Plant.
City staff recommended keeping the vendor at the same rate provided in the 2023 bid: $2,750 per ton. Staff told the board United Liquid Waste was the low bidder in 2023 and has performed hauling and DNR reporting for many years.
"United Liquid Waste has done this work for us for many years, done really well," City staff said during the presentation, adding the company handled reporting to the Department of Natural Resources. Board members asked whether other firms could accommodate the city—s capacity; staff replied that two firms had bid in 2023 and that only a small group of firms do this specialized work.
A committee member moved to approve the extension and another member seconded; the board took a voice vote and the motion passed, with members recorded as voting "aye." The motion was recorded as carrying by the Chair.
The vote was procedural and preserved the existing rates and vendor relationship; staff did not propose any change in service terms beyond the one-year extension. The board did not request further competitive solicitation at the meeting. The item was presented as Item 5A on the Jan. 22 agenda.
