Yorba Linda council approves FY2026–27 CDBG allocation; affordable housing item pulled for later review

The Yorba Linda City Council unanimously approved the city’s FY2026–27 Community Development Block Grant (CDBG) application and proposed program allocations during the April 13 meeting.
Community Development Director Nate Farnsworth told the council the city anticipates receiving about $260,000 from HUD for the coming year and proposed using the funds across neighborhood improvement, multifamily rehabilitation and a senior nutrition program, with up to 20% of the award used for program administration. “We anticipate for this upcoming year that we'll be receiving approximately $260,000,” Farnsworth said, noting final award amounts could change when HUD finalizes allocations.
Councilwoman Tara Campbell moved to approve staff’s recommendation; Councilmember Shavinder Singh seconded and the motion passed unanimously. No public comments were recorded on the item during the hearing.
Separately, City Manager Pete Grant announced staff would remove Item 9 — an affordable housing agreement and density bonus agreement with the Olsen company — from the consent calendar so it can return for future council consideration. The consent calendar otherwise passed unanimously after a motion by Councilmember Shavinder Singh and a second by Councilmember Janice Lim.
The council closed the public hearing and directed staff to proceed with the CDBG application and to coordinate with Orange County for program administration and any subsequent amendments if HUD’s final award differs from the city’s estimate.
