Council adopts CDBG submittal resolution, suspends a property‑tax line for garbage and enacts code and budget ordinances

By motion and vote council adopted Resolution 2026‑07 authorizing the mayor to submit a Community Development Block Grant application for federal FY2026 and approved the associated affirmative‑action plan and Section‑3 understanding. Staff said the city’s CDBG allocation for FY2026 is $112,590 and that project applications and supporting documents must be submitted by May 6, 2026.
Council also adopted Resolution 2026‑08 to temporarily suspend the single‑family 1% property‑tax line for residential garbage collection. Members discussed logistics with the county tax office and staff said the suspension will appear on tax bills as a zeroed‑out line and that the change will need annual renewal.
On redevelopment matters, the council accepted the 2025 TIF annual report and authorized the clerk‑treasurer to file it with the Department of Local Government Finance (DLGS). Staff said the report had been reviewed by the redevelopment commission and authority and incorporated an updated fiscal plan from Baker Tilly reflecting a small acreage correction.
On code enforcement, Council adopted Ordinance 2026‑04 to create a separate hearing authority for unsafe buildings, moving those hearings out of the Board of Works; a roll‑call vote was recorded as unanimous (7‑0). Council also completed second reading and adopted Ordinance 2026‑05 amending appropriations in the 2026 budget for the general fund and the building department.
Several compliance items and a development‑agreement amendment for PlayStreetDefco LLC and Grand Trump Storage were presented and accepted by motion; staff said the project is meeting key compliance milestones and will continue to be monitored.
The meeting concluded after extended public comment; several follow‑up tasks were assigned to staff, including scheduling the annexation public hearing and providing additional project documentation and technical files to concerned residents.
