The council, meeting at the Council Chambers on Main Street East, voted 5‑0 to adopt Resolution 19‑2025 proposing a new schedule of Police Department fees. Councilor Nathan Stevermer moved the resolution; Councilor Gary Windschitl seconded the motion, which carried unanimously.
Why it matters: the fee schedule sets charges the city may collect for police services and related administrative items; changes can affect residents, businesses and cost recovery for city services.
In other action, the council approved a zoning variance request for Kevin and Danielle Weiss at 521 Water St SW to allow a nonconforming side‑yard deck to be extended farther south. Councilor Douglas Pelzel moved the variance approval; Councilor Scott Krzmarzick seconded and the motion carried 5‑0. The Planning and Zoning Committee had recommended approval.
The council also voted 5‑0 to permit the assumption of a Small Cities Development Program loan taken in 2016 by Common Bond. The minutes record the original loan amount as $400,000 and state it is forgivable after 30 years so long as the borrower does not default; the mayor and city manager were authorized to sign the Assumption Agreement.
City Engineer Matt Miller reported that pavement maintenance work (crack filling and seal coating) came in under budget at $64,037.55 compared with an estimated $66,542.50. Councilor Douglas Pelzel moved to approve Pay Estimate #1, pending receipt of the required IC‑134 form; Councilor Nathan Stevermer seconded and the motion passed 5‑0.
Councilor Nathan Stevermer asked that Bolton & Menk submit an application for a School Street grant; the council approved that request 5‑0. The council also approved Resolution 16‑2025 accepting donations to the city, a non‑objection to an exempt gambling permit requested by Brown County Pheasants Forever for March 21, 2026, and Resolution 17‑2025 approving State of Minnesota joint powers agreements involving the city attorney.
Administrative notes recorded in the minutes included a reminder from City Manager Bob Elston that the regular November meeting is moved to Monday, Nov. 10 at 7:00 p.m. and that a finance meeting is set for Oct. 21, 2025 at noon. Elston also relayed a letter of gratitude from the Maplewood Police Department for assistance in an investigation of a criminal vehicular homicide on Sept. 26. The council approved the police report and cash fund balances (M/Krzmarzick, S/Pelzel) and approved payment of the city’s bills (M/Andres, S/Krzmarzick), each by 5‑0 votes.
The meeting was adjourned at 7:47 p.m. The council signed the minutes at the close of the record; the next regular meeting is scheduled for Nov. 10, 2025 at 7:00 p.m.
