Sleepy Eye council advances ordinance readings, approves permits and accepts clean 2024 audit

Councilor Gary Windschitl called for the First Reading of Ordinance #228, an amendment to the city’s seasonal beer-license code to allow seasonal wine and a "strong beer" license for the Baseball Association. Earlier, the council called for the Second Reading of Ordinance #226, an annexation ordinance for property at the corner of Highway 14 and County Road 27 (the motion to call the second reading was recorded as M/Andres, S/Stevemier).
The council approved a fireworks sales permit and separately authorized the Sleepy Eye Fire Department to discharge fireworks on the Fourth of July at Sleepy Eye Lake (motions recorded M/Pelzel, S/Krzmarzick and M/Stevemier, S/Windschitl). The council also approved a lease for 117 2nd Ave SW to the HRA (motion recorded S/Andres, S/Krzmarzick).
On finance, Auditor Sara Oberloh presented the 2024 audit and the council accepted the audit, recorded as an unmodified (clean) opinion; the audit will be submitted to the State Auditor. At the June 23 special meeting the council (4-0 recorded) called for the Second Reading of Ordinance #228 and approved Resolution 10-2025 establishing fees for seasonal wine and strong beer and Sunday sales.
