Sleepy Eye council extends RVS contract, confirms fire officers and raises ambulance rates

At its Jan. 14 meeting, the Sleepy Eye City Council approved a five-year contract extension with RVS that adds a resident-paid compost option, confirmed a slate of fire department officers (one councilor recused), and raised ambulance fees for 2025 to $1,400 for an in-town BLS run and $24 per mile.
The Sleepy Eye City Council on Jan. 14 approved a package of routine and operational measures, including a five-year extension of the community waste contract with RVS, the confirmation of fire department officers and an increase in ambulance rates for 2025.
Brent Kucera of RVS told the council the contract extension would be a five-year term with no increase for 2025 and would add a compost service option for residents; RVS will bill participating residents directly and provide one cart to each participating household. The council voted 5-0 to approve the extension.
Council also confirmed a slate of Fire Department officers, including Chief Aaron Schauman, First Assistant Chief Scott Krzmarzick and other officers and trustees listed by the department. Councilor Scott Krzmarzick recused himself from that vote; the motion carried 4-0.
Council approved an increase in ambulance charges for 2025, setting the in-town Basic Life Support run at $1,400 and mileage at $24 per mile. The motion passed 5-0.
Other actions taken included approving the Dec. 10, 2024 meeting minutes; adopting Resolution 1-2025 accepting donations to the city; approving the mayor’s appointments to city boards and commissions; granting authority to the City Manager and City Clerk to invest city funds; designating the Herald Dispatch as the official city newspaper and naming First Security Bank, SouthPoint Financial Credit Union and Americana Community Bank as city depositories; and approving hospital board salaries, the police report and cash fund balances, and payment of bills. The council voted not to object to exempt gambling permits for St. Mary’s Caribbean Knights (Feb. 8, 2025) and for the Pheasants Forever banquet (March 22, 2025), and approved a temporary liquor license for St. Mary’s Caribbean Knights for Feb. 8, 2025.
City Manager Bob Elston introduced the new City Engineer, Matt Miller of Bolton & Menk, noting the retirement of the previous engineer, David Palm. The council noted that Terry Heiderscheidt was not present for discussion of a Sleepy Eye Arena loan and scheduled a finance meeting for Wednesday, Jan. 22 at noon to continue that discussion.
The meeting was called to order at 7:00 p.m. and adjourned at 7:26 p.m.
