Council to decide which charter amendments go on ballot; final choices deferred to June 5
Summary
Following distribution of the Charter Review Commission’s recommendations, the Franklin City Council agreed to postpone selection of charter amendments for the ballot until its June 5 meeting to allow another review period.
Council members discussed recommendations from the Charter Review Commission but did not finalize which amendments to place before voters.
Law Director Donnette Fisher reminded councilors that the Commission’s report and minutes were provided to explain each recommendation and asked which amendments the council wanted placed on the ballot; she said ordinances to place items on the ballot must be introduced in June. Mayor Denny Centers and several council members agreed to defer the final decision to the June 5 meeting to allow one more review cycle. Fisher noted the commission had previously staggered amendments across elections (2007 and 2012 examples) and observed the city manager remains responsible for presenting the Comprehensive Annual Financial Report to council while the finance director was added explicitly as responsible for preparing the CAFR for the city manager.
Councilors had no objections to discussing the charter amendments at the June 5 meeting; Brent Centers said he had no concerns but noted he may be absent from upcoming meetings due to military activation.
