Council awards sidewalk and street reconstruction contracts; grant offsets Hemlock Street cost

Franklin City Council awarded the 2017 sidewalk repair contract to W.G. Stang ($112,950) and the Hemlock Street reconstruction contract to Adleta Construction ($260,856.30); an OPWC grant will cover $112,500 of the Hemlock project.
City Engineer Barry Conway recommended awarding the 2017 sidewalk repair (Phase 2) contract to W.G. Stang after bid openings on July 12 showed W.G. Stang submitted the low responsive bid at $112,950 and did not exceed the engineer's estimate by more than 10 percent. Conway said higher bids from R.A. Miller, Adleta Construction and Belgray exceeded the engineer's estimate by more than 10 percent and therefore were not recommended.
Conway also recommended awarding the Hemlock Street reconstruction contract to Adleta Construction. Bids for Hemlock were: Adleta Construction $260,856.30, W.G. Stang LLC $275,210, and Ford Development $284,094, with an engineer's estimate of $260,000. Conway said an Ohio Public Works Commission grant will cover $112,500 of the Hemlock project and the City will be responsible for the remaining balance.
Council approved both awards by recorded roll-call votes during the July 17 meeting.
"We are recommending to award the bid to W.G. Stang which did not exceed the 10% threshold," Conway told council when discussing the sidewalk bids. For Hemlock Street he described the bid landscape and funding split with OPWC.
Both resolutions were adopted without recorded dissent.
