The five items are a Water System Upgrades Phase 1 survey for $118,125 to cover Blueberry Village, Carter Street and the Bottoms neighborhood, a 2026 Ford F-350 for Stormwater Operations at $69,517 (low quote from Ed Murdoch Ford), a Caterpillar D3 LGP dozer for $159,870 procured through Yancey via the Georgia State contract, a mini excavator for stormwater operations at $129,035 also via state contract pricing, and Fire Department vehicles totaling $125,000 for a 2025 Chevy Silverado 1500 and a 2026 Chevy Silverado 2500 including outfitting.
Cowart said the water-survey cost will be paid from the Water and Sewer fund while the heavy equipment leveraged state contract pricing; the stormwater truck was selected for specific towing capabilities. No formal purchase approvals were taken at the workshop; Council will consider each item in a future meeting consistent with the capital-plan timeline.
The capital purchases were presented as line items in the city’s approved capital plan and will return for formal action; staff did not provide additional financing sources beyond the Water and Sewer fund or propose changes to the capital plan during the workshop.
