Gadsden Elementary School District No. 32’s Governing Board met Aug. 13 and unanimously approved a slate of routine actions to open the 2024–25 school year, including model policy advisories, procurement authorizations, extracurricular stipends and personnel changes.
The meeting, held in the district’s administration office, opened at 6:01 p.m. and ended at 6:41 p.m. Clerk Tadeo De La Hoya moved to approve the meeting agenda and later moved each action item; President Luis Marquez seconded several motions. All formal votes on the items covered at the meeting carried 4–0.
The board voted to adopt Arizona School Boards Association Policy Services Advisories No. 788–791 on a first-and-final reading after staff asked the board to waive the second reading normally required by district policy BGB. "We bring these advisories for adoption as presented," HR Director Rosy Ballesteros said as the board reviewed the packet. Clerk Tadeo De La Hoya moved the adoption; member Liliana Arroyo seconded and the motion passed unanimously.
The board also approved the district’s continuing list of sole-source vendors for FY 2024–25 after a presentation by Chief Financial Officer Mr. Bernhard, and approved recommended extracurricular activities and stipends for the year, following a staff recommendation from Rosy Ballesteros. During the extracurricular item, Clerk De La Hoya asked staff to ensure the district and school websites are updated; he told the board the webmaster and site content were out of date.
Personnel actions formed a substantial portion of the consent and action items. The board ratified new hires (lists 1–19), accepted resignations and approved two terminations and a set of personnel transfers (lists 1–24), all by unanimous vote. Ballesteros said the personnel packets and the list of qualified evaluators (required by state law) had been distributed to members prior to the vote.
Votes at a glance: Clerk Tadeo De La Hoya moved and the board approved (all votes 4–0 unless otherwise noted) the meeting agenda; the July 9 regular and executive minutes and the July 24 special meeting minutes; consent agenda items 4 and 5 (student activity report and vouchers); ASBA Policy Services Advisories No. 788–791 (first and final reading); continuation of FY 2024–25 sole-source vendors; recommended extracurricular activities and stipends for FY 2024–25; Title II TAP retention stipend program for 2024–25; FY 2024–25 qualified evaluators; revision to Policy GBEF to restrict staff use of personal electronic devices during instruction/supervision; and personnel ratifications, resignations, terminations and transfers as presented.
The board scheduled its next regular meeting for Sept. 10, 2024, at the district administrative office and adjourned at 6:41 p.m.
