Woodbine council approves routine business, hears safety complaint and holds executive session

City Administrator Samantha Young requested an agenda amendment to move Old Business and add a New Business item supporting the Southeastern Trust for Parks and Land’s proposed acquisition; C.C. Higginbotham moved and Phyllis Drummond seconded approval of the amended agenda, which Mayor Kizzi Knight declared unanimously approved. The council also moved to approve the minutes as presented with the same vote pattern recorded.
Mayor Knight issued proclamations designating Oct. 10, 2025 as “Pink Out Friday” and Oct. 5–11, 2025 as Fire Prevention Week. Public Works Director Jimmie Cohen, City Clerk Amelia Swords and Administrator Samantha Young provided brief updates; the minutes state no formal decisions resulted from those reports.
During public comment Cynthia Ellison asked the council to consider signage or speed bumps on 8th Street in response to frequent high‑speed driving by an orange car and raised concern that a young man she had seen walking with a machete has a known mental illness. The minutes record the concerns but do not document a council response or any immediate action.
Later in the meeting Phyllis Drummond moved and C.C. Higginbotham seconded to go into Executive Session at 7:10 p.m.; the meeting reconvened at 8:25 p.m., and Mayor Knight stated no decisions or votes were taken during the Executive Session. The meeting adjourned at 8:25 p.m.
