Civil Service Commission to review seniority language and draft fire lateral-hire rules after arbitration questions

Secretary Jennifer Pae, the Finance Director and Human Resources Manager for Fairview Park, told the Civil Service Commission on May 14 that she will review the finalized 2026–28 police and fire collective bargaining agreements for any provisions affecting Civil Service rules and report back to the commission.
The commission directed Secretary Pae to gather suggested language from other departments and to compare current Police lateral-hire language with proposals for Fire Department lateral hires. Commissioner James Barker observed that rules for lateral hires appeared to be more restrictive than those for entry-exam candidates.
Secretary Pae also summarized documents she had forwarded on seniority-calculation rules and reviewed a recent police promotional arbitration. She said the Civil Service language is not worded clearly and that the city does not understand why an arbitrator focused on seniority calculations that the commission regards as Civil Service rules rather than collective bargaining items.
Commission members agreed to continue reviewing Civil Service references in the City Charter and ordinances and to keep the matter as continuing business on future agendas. The commission did not adopt new language at the May 14 meeting; next steps include Secretary Pae's review and drafting recommended rule language.
