Board approves preliminary two‑lot subdivision for 450/460 Tarrytown Road with access easement and landscaping conditions

Diego Villareal of JMC, the planning and engineering consultant for the applicant, presented a two‑lot subdivision drawing that divides a nearly two‑acre property containing two existing buildings (450 and 460 Tarrytown Road). Villareal said the subdivision will allow each building to be on its own lot and help the owner market the vacant building for reoccupation.
The board and staff discussed side‑yard variances that resulted from the new lot line; Villareal said the Zoning Board regranted the necessary side‑yard variances (a de minimis change to a facade reduced a setback by roughly an inch). Staff requested a permanent access easement across the paved drive that runs between the buildings to ensure continued rear access for deliveries, emergency vehicles and service. Villareal said the easement will be shown on the subdivision plat and recorded with the county clerk as a condition prior to final subdivision approval.
Board members also asked that landscaping conditions from a 2013 approval be incorporated; staff and the applicant agreed the landscaping would be installed after DOT approval of frontage work, within the next suitable planting season (spring or fall) following DOT decision. The board voted in favor of preliminary subdivision approval with conditions requiring the access easement be filed with the Westchester County Clerk and the landscaping schedule and DOT permitting details be met prior to finalization.
