City planner previews updated historic designation process; homeowners advised to prepare full applications

Cheri Fitzgerald, Principal Planner for Vero Beach’s Planning Department, presented a preliminary PowerPoint on the City’s updated Historic Designation Process at the Historic Preservation Commission meeting on June 18, 2026, and told commissioners that the Planning Director is updating the formal document.

Fitzgerald described a pre-application step to help prospective applicants understand requirements and said complete applications tend to take six to eight weeks depending on the site and documentation. She told the Commission she would provide members with the City’s list and map of locally designated properties and encouraged prospective applicants to submit the most full and complete application they can.

During public comment, resident Ken Daige asked whether his home—more than 50 years old and possibly built by a founding family—would qualify for the national or local register. Fitzgerald said that age is one criterion but noted alterations to a property can change its character and affect eligibility; she encouraged Mr. Daige to review his property and submit a full application for staff to evaluate.

Fitzgerald referenced the Ryburn Apartments on Royal Palm Boulevard as the most recent local designation the Commission approved and noted that preliminary applications go to the State, which sometimes returns them with revision requests. The Commission asked her to proceed with the presentation of the updated process as a preliminary overview; the PowerPoint is attached to the meeting minutes.
