Bridal Matute, founder of the IndieLab preschool, told the board the project will convert part of the existing building frontage into a fenced outdoor playground and will reconfigure parking to provide required drive aisles for emergency access. Matute said the plan reduces overall impervious area from about 52.6% to 51.5% and provides 154 off‑street spaces for the overall site, above the code requirement of 145 spaces. "We have the capacity for 64 families," Matute said.
Engineer Ralph Alfenzetti said the playground area is concept design only and that the proposed curb shift and minor drainage adjustments will require only modest site work; no variances were required. Staff recommended a waiver of the requirement for a landscaped island in a run of 15 or more contiguous spaces on one row because the applicant proposes a landscaped island elsewhere on the lot that meets the spirit of the code.
No substantive public comment was offered. The board voted to close the public hearing with no further written record period and then, in a work session, classified the application as a Type II action, approved the landscape‑island waiver and approved the amended site plan with conditions including the requirement to obtain a stormwater management control permit, dark‑sky‑compliant lighting, and conformance with the submitted landscaping and tree protections.
