Doylestown Borough Council unanimously approves ordinance advertisements, awards signals and pool bids and backs new recreation programs

Doylestown Borough Council met May 18, 2026, in Council Chambers and unanimously approved a slate of routine actions including the advertisement of three traffic-related ordinances, two construction bid awards and several community-program items.

Council Member Larry Browne, speaking for the Public Safety Committee, said the proposed ordinance to prohibit right turns by trucks southbound on North Main Street at Broad Street was prompted by “frequent damage to traffic signal equipment due to the tight radius.” The council voted to advertise that ordinance, to advertise an ordinance codifying the long-standing County Theater loading zone so it becomes enforceable, and to advertise a 40-foot no-parking zone on Meadow Lane near Clemens Road to address hazardous parking near a stop intersection. Each motion to advertise passed unanimously after committee recommendation.

On infrastructure, Council Member Robert Kinney said bids for signal modernization at West State, West Court and Clinton Streets were publicly opened April 23; the low bid was submitted by G&B Construction Group of Feasterville/Trevose, Pa., at $552,989.95. Council moved to award the contract conditioned on receipt of a properly executed performance bond and compliance with bid specifications; the motion passed unanimously.

Vice President Amy Popkin reported that bids for the Fanny Chapman main pool bottom concrete repair were opened April 14; the Fanny Chapman Pool Board and the Environment and Recreation Committee recommended awarding the base and alternate bids to USA Construction, LLC in the amount of $259,660. Assistant Manager/Finance Director Caroline Brinker said construction is scheduled to occur after the pool season, with a notice to proceed around Sept. 1 and work after approximately Sept. 15. The award motion passed unanimously.

Council also approved a new Parks and Recreation program, “Ping Pong Parkinson’s,” intended to provide guided table-tennis activities and social opportunities for people with Parkinson’s disease; Parks staff said the program budget is $1,000 from existing supplies funds. Environment and Recreation Chair Elizabeth Wyckoff announced the Chapman Park pump track grand opening on June 1 at 4:30 p.m.

The meeting packet included new monthly reports from the Borough’s Emergency Services Director and the Doylestown Fire Company, a Public Works report, and a Finance Report showing total payables and payroll across funds of $1,089,497.75; council approved the finance report unanimously. The Central Bucks Regional Police Department’s April activity report showed 922 incidents in the borough and year-to-date department expenditures of $2,047,812.09 (25.18% of the annual budget). The meeting adjourned at 7:28 p.m.
