Middletown council reappoints Jake Smith, approves water-project sign-off and $30,000 asset-management agreement

The Middletown Town Council voted on Jan. 3, 2017 to retain Jake Smith as Town Council President and approved several administrative measures related to the town's water project and finances.

Council Member Dave Wagner moved to retain Jake Smith as council president for 2017; Gary Kendall seconded and the motion passed unanimously. The council also voted to hire Patty Emmons as a part-time Dispatcher Grade 1, a personnel appointment approved without recorded opposition.

On project business, the council authorized the Town Council President to sign the Certificate of Substantial Completion for the Water Treatment Plant Replacement Project, formally enabling the next administrative steps for the project closeout. The council also approved Supplemental Agreement No. 2 with engineering firm Butler-Fairman-Seufert for an Asset Management Plan (AMP) covering the town's drinking water system. That agreement was approved with a not-to-exceed cost of $30,000, to be paid from surplus contingency of the SRF loan obtained for the Water Treatment Plant Replacement Project.

Clerk-Treasurer Drew Cooper presented the town's annual investment report for 2016, showing total interest earnings of $10,154.05. Cooper and Council Member Dave Wagner filed Uniform Conflict of Interest Disclosure Statements during the meeting. With no further business the council adjourned.

The actions taken at the meeting were procedural and administrative; no contested votes or public hearings are recorded in the meeting minutes.
