Middletown council approves dispatcher hire, grant application and $28,620 storm-sewer change order

The Middletown Town Council on March 7, 2017, approved several routine actions, including hiring Angela Smith as a Dispatcher Grade 1, authorizing a $150 payment to the Henry County Humane Society, approving an application for an OCRA (Office of Community and Rural Affairs) planning grant to support design work for the wastewater treatment plant, and approving Change Order No. 1 for the 8th Street Storm Sewer Project totaling $28,620.
The actions were taken during a regularly scheduled meeting opened by Town Council President Jake Smith and recorded by Clerk-Treasurer Drew Cooper. Council members present were Jake Smith, Betty Riley, Dave Wagner, Donita Chambless and Gary Kendall; Town Attorney Joel Harvey was also present.
Council member Dave Wagner moved to hire Angela Smith as a Dispatcher Grade 1; Donita Chambless seconded and the motion passed unanimously. The minutes record the personnel appointment without further conditions.
Donita Chambless moved and Dave Wagner seconded a motion authorizing the Clerk-Treasurer to pay a $150 invoice to the Henry County Humane Society to cover securing a dog that was taken into custody during a recent eviction performed by the Henry County Sheriff’s Department in Middletown. The motion passed unanimously.
On infrastructure, Dave Wagner moved and Gary Kendall seconded a motion authorizing the Utilities Superintendent to apply for an OCRA planning grant to fund design updates to the wastewater treatment plant. The motion approved the application only; award of any grant would be a separate action and is not recorded in these minutes. The Utilities Superintendent was not named in the minutes.
Matt Spidel of Butler-Fairman-Seufert told the council the ribbon-cutting for the new water treatment plant is scheduled for Tuesday, April 18 at 6:00 p.m., immediately before the council’s regularly scheduled meeting.
Spidel also presented Change Order No. 1 for the 8th Street Storm Sewer Project, a $28,620 increase to insert three water valves into water mains on 8th and Maple Streets. Dave Wagner moved to approve the change order; Donita Chambless seconded and the motion passed unanimously.
With no further business, the council adjourned the meeting.
