Middletown council approves $144,175 payment for water plant, authorizes police vehicle loan

The Middletown Town Council on April 4 voted unanimously to approve several payments and equipment purchases, including a $144,175.35 pay estimate for the Water Treatment Plant Replacement Project and a resolution authorizing an $18,010 loan to buy a police pickup, council minutes show.
The council approved payment of $144,175.35 to Graves Plumbing from the State Revolving Fund (SRF) loan as pay estimate No. 10 for the Water Treatment Plant Replacement Project. Council Member Donita Chambless moved the payment authorization; Council Member Gary Kendall seconded, and the motion passed unanimously. Engineer Matt Spidel, of Butler-Fairman-Seufert, said he will create a change order to purchase a backup chlorine pump for the new plant once bids are received and reviewed.
Council Member Gary Kendall moved to authorize the Town Marshal to purchase five patrol-vehicle laptop computers at about $1,180 each, to be paid from the Cumulative Capital Improvement Fund; Betty Riley seconded and the motion passed unanimously.
The council also approved a $200 payment from Utility Operating Funds to rent a community dumpster to be placed on the west side of the municipal building parking lot during spring-cleanup week. Council Member Donita Chambless moved the authorization; Betty Riley seconded and the motion passed unanimously.
Separately, the council adopted Resolution 2017-04-04-01, which authorizes the town to obtain an $18,010 loan from First Merchants Bank at 3 percent per annum with semi-annual payments over five years to purchase a Ford F-150 police truck. The resolution authorizes the Town Council President to sign the loan documents. Donita Chambless moved to adopt the resolution; Gary Kendall seconded, and the motion passed unanimously.
Town Council President Jake Smith opened the meeting at 7 p.m. Clerk-Treasurer Drew Cooper recorded attendance: Smith, Betty Riley, Donita Chambless and Gary Kendall were present; Council Member Dave Wagner was absent. Dave Copenhaver sat in for Town Attorney Joel Harvey, who was absent. With no further business, the council adjourned.
