Middletown council approves code-notice change, hires deputy and clears stormsewer payment

Town Council President Jake Smith opened the Middletown Town Council meeting on April 18, 2017, at 7:00 p.m. in the Public Meeting Room at 653 Locust Street. Clerk-Treasurer Drew Cooper was absent and Utility Office Worker Penny Lohrey filled in for him.
Council member Dave Wagner moved that the Town Marshal send notification letters to both the landowner and the resident when notices are issued for code violations; Betty Riley seconded, and the motion passed unanimously. The new practice requires that both property owners and occupants receive written notice when the town issues code-violation letters.
The council also approved hiring Stacey Guffey as a part-time deputy, Grade 4. Gary Kendall moved the hire and Jake Smith seconded; the appointment passed unanimously, establishing the position and pay grade as presented to the council.
In a brief budget adjustment, Dave Wagner moved to transfer $100 from the Dispatch Department Office Supplies budget to the Dispatch Department Advertising budget; Donita Chambless seconded and the motion passed unanimously.
On the town's capital projects, Donita Chambless moved to approve Pay Estimate #2 for the 8th Street Stormsewer Project to Brackney, Inc. in the amount of $338,564.27; Betty Riley seconded and the motion passed unanimously, authorizing the contractor payment under the existing project agreement.
The council also authorized a one-year contract extension with AT&T for the Centrex telephone system at the current price. Dave Wagner moved that the Town Council President be authorized to sign the extension; Gary Kendall seconded and the motion passed unanimously.
With no further business, the council adjourned.
