Councilmember Joanne Boettcher said the city is classified as an MS4 "because we are an urbanized area based on census" and that the Minnesota Pollution Control Agency (MPCA) is preparing a toolkit to help smaller cities meet the requirements. She told the council a new permit is due by May 24 and carries a $400 application cost.
Boettcher said the city should begin collecting the information required under the prior permit and that the council will pay the filing fee while seeking an outside contact who has worked with similarly sized entities. No specific consultant was selected at the meeting.
The council's immediate direction was to fund the permit fee and identify a contact to assist with compiling the application materials; further decisions on who will prepare the submission and the timeline were left to follow up outside the meeting.
