Skyline Cooperative proposes written-complaint rule; council voices concern

Janet Nelson, representing the Skyline Cooperative, told the Skyline City Council on May 12 that the cooperative wants to require complaints to be submitted in writing with a signature and address before the group will act on them. Nelson also reported the Cooperativehas a sign board and requested up to $800 for the community—3Night to Unite—4 event.
The Cooperative asked the city to designate one council member and one Cooperative representative to coordinate on complaints that cross both city and cooperative rules. Councilmember Joanne Boettcher urged that any new process include a dispute clause and follow applicable state statute; other council members said they were concerned the written-signature requirement could suppress legitimate reports or otherwise invite more negativity than intended. Mayor Paige Attarian proposed holding a separate meeting to review the proposal and consult with council members who can attend.
The Cooperative also advised the council it assigned Shirley Piehpo to serve as treasurer for the Cooperative until a permanent appointment is made. The council did not take a binding vote on the Cooperativeproposal at this meeting; Mayor Attarian said she would follow up with council members to schedule a separate discussion.
The Cooperative referenced "Amendment 13" when outlining consequences for noncompliance; the minutes do not provide a text of that amendment. The council asked for a clearer process that includes dispute resolution and compliance with state statute before any city action on the Cooperativeproposal.
The council will consider the Cooperative's request in a future separate meeting and did not adopt any formal changes during the May 12 session.
