Spring Grove council approves appointments, MNDOT snow agreement and proposed 2025 levy

The Spring Grove City Council approved a set of routine resolutions and administrative items during its Sept. 17 meeting.
Council Member Michael Hagen moved to approve Resolution 24-45 appointing Molly Wiste to the Parks and Recreation Commission; Council Member Karen Folstad seconded and the motion carried. Council accepted the resignation of Parks and Recreation member Nicholas Bjerke; members thanked him for his service and noted he will assist with completing the Pump Track.
Council Member Karen Folstad moved to approve the Spring Grove Cooperative Snow JP Agreement with the Minnesota Department of Transportation (MNDOT) No. 1056808 concerning compensation for snow and ice removal on T.H. 44 (Resolution 24-46); Council Member Michael Hagen seconded and the motion carried.
On budget matters, Council Member Karen Folstad moved to approve Resolution 24-43 approving the proposed 2025 levy; the motion carried. The council set the Truth in Taxation hearing for Dec. 17, 2024 at 6:00 p.m. The council also approved Policy A-5-05 implementation allowing the Utility Billing Clerk to receive cell phone reimbursement; that motion was seconded by Council Member Heather Edgington and carried.
Zoning permits were reviewed with no questions. Reports from the EDA and Parks committees included an EDA plan to replace an outside billboard showcasing local entrepreneurs (Fat Pats, Rockfilter, Heart Rock Coffee, Raigen Cleven) and Parks’ discussion of paver reimbursements and potential surfacing upgrades at Roverud Park.
All listed motions were recorded as "all in favor, motion carried." The council adjourned at 6:41 p.m.; its next regular meeting is scheduled for Oct. 15, 2024, and a special meeting is tentatively set for Oct. 1, 2024 at 6:00 p.m.
