Spring Grove council orders appraisal of Fest Building after buyer inquiry

The Spring Grove City Council directed staff to commission a market appraisal of the Fest Building after a buyer, RockFilter, expressed interest.
Administrator Jana Elton told the council RockFilter had approached the city and that ordering an appraisal was the next fair step for both parties to determine market value. Courtney Bergey Swanson, director for the city’s Economic Development Authority (EDA), told the council that appraisers she contacted are booked 6–8 weeks out and quoted roughly $4,000–$4,500 for the work. The council did not vote to sell the property at the meeting.
Council Member Karen Folstad moved to authorize Bergey Swanson to order the appraisal and to pull the funds from EDA operating funds (a recent EDA grant for business growth was discussed as the likely source); Council Member Michael Hagen seconded, and the motion carried. The council discussed holding a closed special meeting on Oct. 1 at 6:00 p.m. in Room 100 at Spring Grove Communications to coordinate next steps, pending coordination with all parties.
The action creates an evidentiary basis—an independent appraisal—for any future decision about sale or other disposition. No sale or price was approved at the Sept. 17 meeting; the council’s next steps will be to review the appraisal once received and to decide whether to pursue a sale or other options.
