Union City Council approves part-time officer hire, pipe repairs and multiple easements

Union City Borough Council on Aug. 13 unanimously approved a slate of routine personnel, infrastructure and property actions, including hiring a part-time police officer, awarding a sinkhole repair contract, and approving several easements tied to stormwater and recreation.
Councilors voted to hire Kenneth Fye from the certified civil service list as a part-time officer after Mayor Robert Wolf emphasized the importance of maintaining a local police presence. The council approved the hire 6–0 (Councilors Cross, Joyce, Osborn, Steadman, Uber and Kerns present; Winkler absent).
For stormwater infrastructure, the council accepted Mansfield’s $22,295 estimate to replace approximately 10 feet of 24-inch clay tile, reconnect pipes and install a larger catch basin at Municipal Lot #1. The motion passed 6–0.
Council also approved a retroactive easement with property owner Anthony Hickey at 104 East High Street related to a PennDOT-installed catch basin; under the agreement the borough will accept responsibility for two catch basins and roughly 60 feet of connecting pipe while the property owner will construct and maintain a receiving ditch and pipe. A separate motion authorized an easement with the American Legion for a kayak and canoe launch along French Creek; the launch will be installed with funds from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council. Both motions passed unanimously.
Other approvals included: adopting the 2024 minimum municipal obligation for non-uniform pensions ($48,029 required for 2025, $0 for the police pension), signing an Erie County-approved subdivision to combine portions of properties on West High Street, and a retroactive $500 purchase of a small parcel to expand Municipal Lot #3 for a gazebo project. All motions carried 6–0.
Council also set its regular meeting schedule to the first and third Monday of each month at 6:30 p.m. from September 2024 through April 2025. The meeting adjourned at 7:06 p.m.; a second executive session on personnel and contract followed with no action taken.
