Gadsden Elementary board approves asset disposals, staff stipends and online school name

The Gadsden Elementary School District No. 32 Governing Board met Oct. 8 in San Luis and approved a series of administrative and personnel actions, including the disposal of certain capital assets, a stipend for speech-and-language assistant staff, and the name and mascot for a new online program.
In opening business, the board unanimously approved the meeting agenda and the minutes of the Sept. 10 regular meeting. Superintendent Lizette Esparza recognized employees of the month from San Luis Middle School and noted donations from the Camarena office that provided $250 checks to several students; she also said the district was selected to present at the 2025 National School Boards Association conference.
On finance and grants, Business Manager Rosa Perez presented an expenditure report for the end of the month. Esparza briefed the board on a Department of Justice Community Oriented Policing Services (COPS) School Violence Prevention Program (SVPP) grant the district received; she said the competitive grant can fund about 75% of evidence-based school security improvements for awarded schools.
By unanimous vote the board approved several asset actions proposed by administration. Mr. Bernhard asked for permission to sell marching band uniforms via public auction; the board approved the auction. The board also approved recycling unsold capital assets through RebootTechRecycling at no cost to the district and authorized disposal of remaining items by the maintenance department.
The board considered a bylaw change proposal from the Arizona School Boards Association. Clerk Tadeo De La Hoya moved that the district vote "no" on the ASBA bylaw change; the motion passed 4-1, with Lucky Hoyos casting the dissenting vote.
The board approved the recommended name and mascot for the district's online program. Administration said community input favored the Phoenix mascot and proposed the name Gadsden Academy of Remote Learning; the motion passed 5-0.
The board approved a memorandum of understanding with Campesinos Sin Fronteras to support the federally funded 2THRIVE adolescent health project, which will be implemented at SWJH and SLMS with parent consent. The board also approved a recommended stipend of $5,500 for eligible Speech and Language Pathologist Assistants who meet established criteria and complete student testing from August through December 2024. Both motions passed by unanimous vote.
Human-resources items included approval of a district-wide on-call substitute daily rate increase to $118.00 to address an upcoming minimum wage change, along with ratification of new hires, resignations, a retirement, and transfers and salary changes; all personnel motions were approved 5-0.
The meeting concluded with confirmation of the FY 2024–2025 meeting schedule and adjournment at 6:52 p.m. No formal board action was recorded on matters beyond those listed above.
